Council approves final plat for 133-lot Southern Gate subdivision

The Shakopee City Council on June 17 approved the final plat for the Southern Gate Development (Block B), authorizing the first phase of a two-phase single-family subdivision that will create 133 lots on approximately 47 acres west of Dunbrook Avenue.
City planning staff presented the final plat and said the proposal is consistent with the previously approved PUD amendment (approved March 4, 2025) and the West End AUAR. Staff noted required conditions of approval, including extension of sanitary sewer and roadway construction for Seventeenth Avenue (also referenced as Sixteenth Avenue in staff comments) and security to guarantee public improvements. Staff told the council that 15% of the property is required for park dedication under the PUD and that the city already owns a portion of the open-space parcel the developer will convey.
Council members asked for clarification on phasing, utility easements and how park dedication funds would be used to acquire adjacent bluff property that the city has been assembling. Staff said the city would enter a contract with property-acquisition services to handle acquisition negotiations and explained that park development funds would be used to obtain additional bluff parcels in coordination with existing city-owned property.
A councilor moved to approve the final plat for Block B; the motion was seconded and adopted by the council. Staff said engineering conditions and phasing language will be part of the final recorded plat and that construction is expected to proceed in two phases, with the first phase building Seventeenth Avenue and extending sewer service into the development.
