Council establishes Youth Advisory Board to advise city, sets application process

The City of West Melbourne on June 17 approved Resolution 2025-11 to create a Youth Advisory Board aimed at engaging local high-school–age residents in municipal issues and providing civic education and leadership experience. Councilmember Adams led the initiative and presented the proposed application and bylaws; the council passed the resolution unanimously, 7-0.
The draft application calls for membership of seven youth members and proposed membership ages were clarified during discussion: the council agreed to use "14 through 17 years old" (staff will strike ambiguous wording). Council discussed logistics, timing and outreach and asked staff to prepare a fillable PDF application for the city website; staff said they intend to advertise and recruit in advance of the school year with a goal of starting meetings in September.
City Attorney Mister Carey reminded council that advisory boards are subject to sunshine-law requirements and that members must be briefed on open-meeting rules and recordkeeping. Councilmembers said they would serve as liaisons and emphasized the educational value for students interested in civics.
Councilmember Adams moved to adopt Resolution 2025-11 and Councilmember Frampus seconded. The resolution passed, 7-0. Staff was directed to post the application online and begin outreach to schools and youth groups with an aim to have the board ready for the fall school year.
