The City of West Melbourne authorized the city manager on June 17 to award a contract to Incentroform Technologies (via a piggyback cooperative contract) for the annual manhole rehabilitation project, not to exceed $173,513.72. The council vote to award the contract was unanimous, 7-0.
Public Works staff explained the city performs annual manhole maintenance and rehabilitations and that the historical vendor's crew availability had declined. Staff said the goal for the year is to rehabilitate up to 35 manholes, primarily in older neighborhoods such as Clements Wood Park. Staff provided an average unit estimate of about $5,000 per manhole but noted individual costs vary by site conditions; the city budgeted $173,000 for the project in the current year.
Staff requested authority to piggyback on DePage County (IL) contract number 23-065PW through Omnia Partners to retain Incentroform Technologies. Councilmember Francis moved to authorize the award; Councilmember Gaylord seconded the motion and the council approved the contract authorization by voice vote, 7-0.
Staff said unfinished work will roll into future annual projects if not completed this year; performance bonds and standard contracting procedures will be used.
