City annexes 3010 Dairy Road, approves institutional land-use change; rezoning vote postponed for title correction

The City of West Melbourne voted June 17 to annex approximately 1.51 acres at 3010 Dairy Road into the city and approved a city-initiated small-scale comprehensive-plan map amendment to designate the land as institutional. Council approved Ordinance 2025-12 (annexation) on second reading, and approved the first reading of Ordinance 2025-16 (comprehensive-plan amendment). A third ordinance, 2025-17 (rezoning to P-1/institutional), contained incorrect title language in the packet and was postponed for re-advertisement and resubmission.
City staff said the properties are city-owned but remained in unincorporated Brevard County; the annexation folds the parcels into city boundaries to clarify ownership and potential municipal use. The parcels lie adjacent to a city canal and staff said institutional designation makes sense because the city may use the land for municipal purposes, including possible future utility or stormwater work.
When asked about near-term plans for the wooded site, City Manager Mister Rohde said there are no immediate plans. “Right now, I would say the next three to five years, other than mowing it, we don’t have any plans to do anything on the site,” he said, adding that the city is considering long-range options such as a deep-well injection site but that would be several years out and require further study.
Staff said they sent required public notices and received no responses from adjacent property owners. Planning & Zoning recommended approval of the annexation and future land-use amendment. Council approved the annexation (Ordinance 2025-12) and the small-scale plan amendment (Ordinance 2025-16) by unanimous votes. Council decided to re-advertise and return Ordinance 2025-17 for a future meeting after staff corrects the advertisement error.
The actions put the city on record with institutional future-land use and start the process to unify the two parcels under city zoning; further work on any development or utility use will follow standard permitting and, where required, County and state coordination.
