City hires in-house project manager; water, sewer projects and lead-line work tied to 2026 paving plans

The city has hired Joe Myers as an in-house project manager to coordinate water and sewer projects and begin planning for 2026 construction, a committee member said.
"We actually did hire in house. Joe Myers, who worked on the water sewer maintenance crews... put his name in, and we did bring him in as project manager," the committee member said, and added that Myers moved into the project office the prior week and the group is "trying to hit the ground running" on next year's project list.
Committee discussion focused on coordinating the city's work with the GLOW initiative, which includes identifying and replacing lead service lines before paving, and aligning schedules with the Ohio Department of Transportation. A committee member said the city has identified most of the public-side lead-line locations and is still working to confirm customer-side lines.
"We are still actively working with GLOW to continue to identify all the places where there are lead lines... Getting figured out. But most of those, we're still working our way through," the committee member said. The member said staff are planning projects so the city will not pave a street and then dig it up later for lead-line replacement.
Officials also reviewed system conditions such as locations with low-pressure hydrants and sewer adjustments that may affect project sequencing. The committee expects a draft plan to be ready by the end of the year to inform the 2026 budget and project schedule.
Members noted coordination with ODOT, including larger paving work that will reach from neighboring limits through the village to Fostoria city limits; the city intends to time local paving work so crews do not repave streets that ODOT will later reconstruct.
No formal vote was taken on project approvals; members discussed planning steps and timelines and confirmed staff will continue refining project lists and budgets.
