Eustis CRA staff to transfer $30,000 to cover final residential rehab project; board asks for admin-fee review

CRA staff told the City of Eustis Community Redevelopment Agency on June 5 that they will transfer $30,000 from the CRA incentives line item to cover the final residential rehab project for fiscal year 2025.
Sasha (CRA staff) said the CRA funds a residential rehab program managed by Lake Community Action Agency and that five projects have been completed. She said the agency has already completed a sixth project that included a reroof, kitchen remodel and insulation and that the CRA’s incentives line item has sufficient funds to cover $30,000 for that final project plus $8,000 to cover administrative fees for two projects.
Sasha told the board the incentives line item contains about $300,000 and has underspent balances for gateway grants and permit-fee waivers. She said the $8,000 in administrative fees represents two projects at $4,000 each: a $1,000 fee for paperwork and vetting candidates and a $3,000 fee for construction management per project.
Board members expressed concern about the size and structure of the administrative fee. Board member Ashcraft said he was comfortable with the transfer; another board member said the fee model may be too high and suggested evaluating alternatives, including a percentage-based model like Habitat for Humanity’s approach. Board member Asbodie asked that Lake Community Action Agency and Danielle (Lake Community Action Agency representative) appear before the board to explain the program’s administrative costs and processes. Sasha said Lake Community Action Agency is scheduled to present an update on July 17 and staff will proceed with the transfer now because the work on the sixth project is already complete and the transfer is within staff budget-transfer authority.
No formal vote was required because the transfer falls within staff authority; the board indicated informal consensus and requested a scheduled presentation from Lake Community Action Agency and program staff to review fee structure and program details.
Sasha said she will pay the final project for this fiscal year and have Lake Community Action Agency report on July 17. Board members asked staff to review the underlying agreement and to consider whether the agreement’s fee structure should be renegotiated as part of next year’s budget and contract discussions.
