The City of Eustis Local Planning Agency on June 19 voted to transmit Ordinance 25-11, a future land use assignment and annexation request, to the City Commission.
Jeff, a staff member presenting the item, said the request concerns three Lake County parcels fronting a local road near State Route 19. The owner, identified in staff materials as Graywell Inc. or LLC with applicant Guy Greyford, requested annexation and assignment to suburban residential (c+o3) to be consistent with surrounding single-family development. Staff noted the parcels are small, contain no wetlands, do not lie in the 100-year floodplain, are outside the Wekiva study area, and have a very low recharge rate. Sewer service appears available at the intersection of Ruth Avenue and State Route 19.
A nearby property owner, Thomas Cothern, said the mailed notices he received were vague and made him believe the city was initiating eminent domain. "It sound like they're taking our property," Cothern said. He told the agency he and neighbors had received multiple letters, including notices referencing Duke Energy and an eminent-domain route near their homes. Agency staff told Cothern that the annexation before the panel was a private property owner's request and did not involve power lines or eminent domain, and offered to connect him with Duke Energy if the notices were from that company.
Board members discussed density and noted that because the parcels total three lots, the change in future land use would not increase density beyond the existing lots. The Local Planning Agency then moved and seconded transmittal of Ordinance 25-11 to the City Commission. The roll call vote was unanimous in favor: Mister Asbadi, Vice Chair Ashcraft, Mister Holland, Miss Lee and Chairman Hawkins all voted aye.
The item will proceed to the City Commission for formal consideration; staff will supply the commission the transmittal materials and any clarifications requested by adjacent property owners.
