Board awards multiple procurement contracts for fuel, oil, propane and maintenance supplies

The Clay County Board of Education approved a series of procurement awards for the 2025–26 year, keeping several incumbent vendors and accepting a one-year pricing arrangement for custodial supplies.
On fuel, the board approved Rogers Petroleum for gasoline and diesel after staff said the provider has given “extremely good service” and that the overall bid was only 2–3 cents higher on some products than a new bidder. The motion to award Rogers Petroleum passed on a voice vote.
For motor oil and antifreeze the board awarded the contract to NAPA (the current provider for those products), after staff noted the district’s higher usage of 10W-40 in 12-quart and 5-quart containers and that diesel oil purchases are commonly made in 55-gallon drums. Staff said NAPA’s pricing and service fit the district’s usage patterns. The board approved the NAPA award by motion and voice vote.
The board approved Tri-County Propane (referred to in the packet) for propane, citing that the current provider’s pricing was lower and that the district had no service issues. For dust mops and mats the board awarded Industrial Dust Control — the incumbent — even though a lower bid from UniFirst existed; board members cited satisfactory service as a reason to retain Industrial.
On custodial supplies (paper towels, toilet tissue, trash bags), staff solicited quotes because costs rose since COVID and the district is approaching a $10,000 threshold that triggers multiple quotes under board policy. Three vendors provided quotes; staff said Kelsan was the only vendor that would guarantee pricing for a year. The board accepted the recommended vendor by voice vote and directed staff to monitor pricing and return if a vendor cannot maintain the quoted prices.
Board members noted all vendor awards included provisions that the district is not bound by long-term contracts and can rebid if service or pricing become unsatisfactory.
