Commissioners discuss coroner vehicle options; defer new-vehicle purchase to next budget with interim repairs

Park County commissioners discussed how to replace or repair a county vehicle used by the deputy coroner in Powell after a repair shop quoted amounts the coroner characterized as greater than the vehicle's value.

Coroner staff explained the 2008 Suburban used in Powell required repairs estimated at about $3,700 but that additional issues and age left the department questioning whether to spend the money. The coroner and staff described an operational preference for a work truck with an 8-foot bed and a barn-door topper so a cot or litter can be loaded without relying on a tailgate; they said the separate rear compartment and hard-bed configuration are easier to clean when responding to biohazard or decomposed-remains calls.

A local dealer quote for a used, low-mileage work truck with topper was presented at $48,290 (gross) with a trade allowance on the suburban reducing the net price; commissioners discussed procurement rules, county preference percentages and whether the purchase constituted an "emergency" under county policy. Several commissioners said they were uncomfortable approving a $48,000 purchase without formal competitive bids; others said repairing the existing vehicle quickly might preserve trade value and be prudent while the new-vehicle purchase is placed into the next fiscal year's budget.

No purchase was approved at the meeting. The board directed coroner staff to: seek competitive quotes for a replacement (specifying single-cab/8-foot-bed options), obtain any necessary insurance and liability guidance for a short-term arrangement should a funeral-home vehicle be used temporarily, and to include a vehicle purchase amount in the next budget packet. Commissioners instructed staff to pursue repairs to the existing Suburban if that is feasible to preserve trade value and to provide a formal procurement plan in the next budget meeting.
