Council forwards update to Commute Trip Reduction code and plan for adoption

Federal Way — The council moved June 17 to forward updates to the city’s Commute Trip Reduction (CTR) ordinance and the city CTR plan to a July 1 second reading and enactment.
Transportation planner Jonathan Howard presented the update and said the CTR plan was last updated in 2013; state law requires plans be refreshed every four years. The city’s proposed changes remove outdated jargon, incorporate administrative guidance from the Washington State Department of Transportation, and align local code with recent state requirements.
Howard said the city receives WSDOT grant funds to implement the CTR plan and that adopting the plan preserves those funding streams. The land-use committee forwarded the item to the full council on June 2; council members voted to forward the ordinance to the July 1 meeting for final action.
What happens next: The ordinance and plan will return for second reading on July 1. Staff said the CTR program is primarily administrative and is not expected to create new budgetary obligations because grant funds support implementation.
