Council adopts 2026–2031 Transportation Improvement Plan after public hearing

Federal Way — After a public hearing June 17, the City Council unanimously adopted the city’s 2026–2031 Transportation Improvement Plan, a six-year list of planned transportation capital projects designed to meet grant requirements and air-quality conformity standards.
Rick Perez, the city traffic engineer, told the council the TIP is required to secure many grant awards and that it must be updated annually. He said staff did not propose any new projects this year because the city’s current level-of-service needs are being met and because staff is awaiting completion of a Local Road Safety Plan before prioritizing new safety projects.
Perez said the plan remains financially constrained for the first three years so the projects listed have a reasonable chance of funding. He noted the plan includes overlays, intersection improvements and nonmotorized projects, and reviewed projects completed since the last TIP, such as several overlays and a mini roundabout.
Council voted after the public hearing to adopt the resolution approving the TIP. That adoption preserves the city’s eligibility for multiple state and regional grants tied to projects listed in the TIP.
What happens next: Staff will continue project development and pursue grant funding consistent with the adopted TIP; the city had previously secured a $30 million legislative earmark for a city-center access project noted by council and staff.
