Supervisors discuss permanent easement for culvert replacement; vote withdrawn pending formal resolution

Pottawattamie County supervisors discussed a county right-of-way easement to replace a degraded bridge with a 96-inch culvert and extend the inlet onto adjacent property. County staff said the land needed is a very small parcel; in the meeting it was described as roughly two-hundredths of an acre to accommodate the inlet extension.

Brandon Burmeister, interim county engineer, told the board the existing structure is deteriorated and the plan is to replace the bridge with a culvert whose inlet will extend off the current county right-of-way. Staff indicated the change involves creating or widening a permanent easement rather than acquiring a full fee interest.

County staff and supervisors debated whether the item required a resolution and a formal roll-call vote. A motion was made but later withdrawn after clarification that the item might require formal resolution language and additional posting; supervisors directed staff to re-post or add the resolution to a future agenda so the board could take formal action. Staff described the project as time sensitive and requested placement on the next agenda.

No final vote on the easement or any acquisition occurred during the meeting; the board left the matter for follow-up with a formal resolution and additional paperwork.
