Board narrows school-board minutes and open-meetings language, agrees to move signage and forum rules to single policy

Directors debated whether the policy on publication of official proceedings should repeat statutory language verbatim or simply reference the controlling statute and Robert’s Rules. Several directors favored stripping long, statute-like text from policy 02/04 (meeting minutes) to avoid conflicts with other policies and to reduce maintenance burden; one director said, “Why are we trying to only recreate part of the statute?”
On open and closed meetings (policy 02/05), the board agreed to add a brief cross-reference that when interpretation questions arise the board will consult administrative or legal counsel as needed. The proposed wording was framed as guidance to consult administration or legal counsel when interpretive questions of open-meeting law arise.
On public participation, directors resolved to keep a standalone MSBA-style public-hearings policy (02/07) because certain hearings (for example, truth-in-taxation) are statutorily required, but to move open-forum rules and signage restrictions into policy 02/06 (public participation at regular board meetings). The board agreed that no signs or banners will be allowed inside the boardroom; speakers emphasized that people remain free to assemble in the parking lot.
Directors also debated enforcement language about vulgar language and personal attacks at the podium. Several said those standards belong in the open-forum rules rather than dispersed across policies. The board directed staff to consolidate procedural rules (limits on comment time, signage restrictions, request forms availability) into one public-participation policy for clarity.
No formal votes were taken; chair White summarized the consensus to shorten the minutes policy, retain statutory public-hearing language, and place open-forum decorum and signage rules in the public-participation policy. The board plans to return revised language for a future formal vote.
