Board approves HHS contract amendment to sustain IPS, SOAR and LTSS continuity in MHDS region

The Pottawattamie County Board of Supervisors approved an amendment to the countys ADSC125016 contract with the state that adds funding to continue several behavioral-health and support programs in the MHDS region.
County staff said the additional HHS funding will help sustain an Individual Placement and Support (IPS) program run with Hope Haven, maintain the regional SOAR (SSI/SSDI Outreach, Access, and Recovery) program and provide continuity for long-term services and supports (LTSS) housing assistance and transportation in Districts 1 and 4. Staff reported the region identified four additional individuals who required LTSS housing or transportation support, prompting the higher funding level in the amendment.
The amendment also specifies monthly and quarterly reporting to the state; county staff said the state will supply spreadsheet templates that regions will use in addition to the primary ORS client information system. The contract further includes language authorizing HHS to receive certain client data previously maintained in the CSN system (operated through ISAC); staff said this clause addresses the HIPAA requirements for transferring prior regional records to support state-wide system transitions.
The board approved the amendment on a motion and voice vote. County staff said the amendment is primarily administrative and intended to sustain services the region previously provided.
