The Library Board voted to approve updated special-collections reproduction and publication request forms and a streamlined fee structure intended to simplify longstanding, outdated line items in the library’s reproduction policy.
Kathleen, who presented the package, said the fee schedule had not been comprehensively updated since February 2007 and included charges for formats the library no longer produces, such as prints, video cassettes and CD-ROMs. The new forms separate requests by proposed usage rather than by asserted copyright ownership and aim to clarify when the library holds copyright versus when permission must be obtained from a donor or a rights holder.
Under the new structure, routine reproduction for personal or research use remains $15; permission-to-publish requests are $25; and a worldwide permission-to-publish form intended for production companies is set at $100. Kathleen said staff retain signed request forms and maintain a database of requests; she reported 38 requests so far this year, which could range from one image to many.
Board members asked how frequently the library outsources high-resolution or specialized reproduction and whether the flat fees would cover particularly large or complex requests. Kathleen said specialized outsourcing is rare and would be billed to the requester separately when necessary.
Board discussion clarified that fees are remitted to the Metro General Fund rather than returned directly to the library’s program budgets. The board approved the updated reproduction policies by voice vote; the presenter reported the motion carried with no recorded opposition.
