Council approves North Ridgeville High School Phase 2 with site and landscaping conditions

North Ridgeville — City Council voted Monday to approve the Planning Commission’s recommendation for Phase 2 of the new North Ridgeville High School, clearing the way for construction of a new high school and demolition of the existing building subject to four zoning conditions.
Council moved to accept the Planning Commission’s approval of the project. The motion was made by Council Member Abens and seconded by Council Member Swank; the final vote was five in favor and one opposed.
The Planning Commission approved the proposal with four conditions: define bicycle parking and crosswalks on the site plan; submit a lighting plan for administrative review to ensure zoning compliance; update the landscaping plan to provide a dense buffer along Pitts Boulevard in consultation with the city arborist; and provide 4-foot-wide end caps for each parking row and for all parking lots.
An applicant listed on the agenda packet was Claire Bank of Tennent Design Architecture (address on the packet: 4230 River Street, Willoughby). Council members described the Planning Commission presentation as “very complete” and characterized the proposed facility as a “first-class building” for students. The council discussion did not change the Planning Commission’s conditions.
On roll call, council recorded five affirmative votes and one negative vote. The meeting minutes show the negative vote was cast by Council Member Schaefer; the motion otherwise carried and the Planning Commission conditions remain attached to the approval.
The action implements a zoning change for property identified on the agenda as the high school site, currently zoned R-1 (residential). The Planning Commission’s conditional approval requires the applicant to return to administrative review on lighting and to consult with the city arborist on the landscaping buffer before permits are finalized.
Council did not vote on building permits or construction contracts at the meeting; the approval before council was the Planning Commission’s recommendation and zoning compliance conditions.
