Planning commission approves Delgado Unit 1 plat and waives storm‑drain plan over water‑rights use

The City of Socorro Planning and Zoning Commission approved a preliminary and final plat for the Delgado Unit 1 subdivision and granted a waiver of the stormwater drainage‑plan requirement for the 3.56‑acre property at 841 Little Carina Avenue.
City planner Jose Botello told commissioners the request covers a 3.56‑acre tract, currently zoned A‑1 (agricultural), and would divide the parcel into three residential lots. Staff recommended approval of the waiver from Section 38‑8.2 (preliminary plat plans and data), subsection c (engineering report), and approval of the preliminary and final plat on the condition that engineering review comments are met before the final plat is recorded.
“Staff is recommending approval of the waiver request from section 38‑8.2…to waive the storm drainage plan requirements,” Botello said. He said the property owners intend to continue using existing water rights to flood portions of the site for agricultural use, and that a stormwater drainage plan requirement would “defeat the purpose of having that water right.”
Commissioner Andrew Arroyos made the motion to approve the plats and waive the stormwater plan requirement, and Commissioner Yolanda Rodriguez seconded. The motion carried with commissioners voting in favor; there were no recorded nays or abstentions. The approval is conditioned on meeting the engineering review comments prior to recording the final plat.
The property owners are listed in the application as Jose Raul Castellon and Olivia Castellon; Victor Delgado attended as the applicants’ representative. Botello said the parcel is situated between Little Carina Avenue and Castlefin Drive, both private roads, and is near the Y‑303 lateral. He also said the family plans to split the property so they can build a house on one of the new lots and that they do not plan major infrastructure changes as part of the subdivision.
The commission noted the arrival of Commissioner Oswaldo Reza during the presentation. With the condition that engineering review comments be satisfied, staff may proceed with recording the plat when those comments are addressed.
