The Planning and Zoning Commission on June 17 approved a conditional use permit to allow equipment rental at 305 A1A Beach Boulevard for Barney's Beach Services, a second brick-and-mortar location for the business.
The permit authorizes the operation of a storefront where customers can pick up rented beach equipment. Jennifer Thompson, planning staff for the City of St. Augustine Beach, told the commission the request is a conditional use because it is an equipment rental business and the property is commercially zoned.
“This is proposed to be located at 305 A1A Beach Boulevard,” Thompson said during the meeting, noting previous uses at the site included a florist and retail shops and that staff had not received complaints about the business at its other locations.
Applicant Charles DeWitt, who identified himself as the owner of Barney’s Beach Services, told the commission the location will supplement the company’s long-standing service at the Hampton Inn and provide a storefront for visitors and residents to pick up bicycles, surfboards and other equipment. “This is gonna give the guest and people who are visiting and the residents that wanna rent the equipment a location to kind of find us that's a little more traditional,” DeWitt said.
DeWitt said operations will be conducted indoors; he asked the board to confirm that no outdoor staging of equipment was planned. Thompson confirmed the unit has its own side parking and two on-street spaces in front, and staff said there were no prior complaints about Barney’s operations.
Commission discussion focused on parking, the business’s existing Hampton Inn location, and whether the permit should be tied to the current owner. A motion to approve Conditional Use Permit CU-202501 passed after an amendment tying the permit to Charles DeWitt as the person of record. The board voted in favor; the motion carried.
The permit allows the business to operate the storefront at the address listed; no time limit was placed on the permit. Staff will record the amended permit with DeWitt as the person of record and proceed with administrative follow-up.
