Committee approves consent items including lowboy trailer replacement and hears construction project updates

Walworth County’s Public Works Committee approved its consent agenda, which included summary specifications and bid-award recommendations and authorization to bid a lowboy trailer replacement project. Committee members discussed the condition and possible surplus value of the outgoing lowboy and the desired configuration of the new unit.

During consent discussion staff said the existing lowboy had been deferred for replacement since 2019 and has developed structural challenges. One staff speaker estimated the surplus value of the old unit might be around $20,000 but said that was not firm. Committee members asked about the heaviest equipment the new lowboy will carry; staff said dozers and tandems are typical loads and that the county was seeking a lowboy with broader functionality. There was a short discussion about axle configuration — crew mentioned flip/raise axles for added capacity and noted the cost of flip axles is a couple hundred dollars.

The committee heard a construction project manager report from Richard Huff covering several projects: miscellaneous bridge concrete patch repairs (out for rebid to extend delivery time for bidders), Lakeland Healthcare Center roof work (additional 460 plywood sheets accounted for with roughly $25,000 additional cost offset by other savings), completed in-house concrete patch work at the public-works salt dome parking area, ongoing White River Park pavilion construction and the county’s capital improvement plan (CIP) submission process with roughly 220 projects listed over a 10-year period.

The committee also reviewed a report on a one-time cooperative purchase of bulk solar salt exceeding $100,000; staff noted more municipalities have joined the contract, lowering costs through volume.
