Committee hears change-of-scope request for Lakeland Care Center roof work to address fire-suppression coordination

Public Works staff briefed the Walworth County Public Works Committee on a proposed change in scope for the Lakeland Care Center roof repair project after crews discovered coordination issues between the roof work and the building’s dry-pipe fire suppression system.
Nicole, a Public Works staff member working on the project, told the committee that crews discovered areas in the attic where the dry-pipe system had wet conditions and where the underlayment beneath the plywood appeared deteriorated near sprinkler heads. She said the contractor and the county are investigating whether the dry-pipe system and nitrogen system need work to prevent leaks after flood testing and to stabilize pipes and the roof assembly.
“...the nitrogen system getting it up and running as part of this project is something that we really need to do to make sure that we’re not having any of the leaks of that oxygen and stuff after they do the flood testing,” Nicole said.
Staff said they do not yet have final answers about the cause of the pipe-temperature anomalies or the underlayment deterioration; they are coordinating with the original design contractor, Vijay, and the fire-protection vendor. Nicole said the project team expects to include a change-order allowance in the scope so staff can authorize necessary work during a period when committee meetings are not scheduled.
Why it matters: the roof replacement represents a significant capital investment in the facility. Nicole said the county seeks to protect the life cycle of that investment and avoid future leaks that could reduce the roof’s expected service life.
No formal vote on a change order occurred during the meeting; staff requested guidance and said they will return with specific recommendations if change orders are needed.
