The White Plains Common Council on June 10 approved a site‑plan application submitted on behalf of 23 Quaropas LLC for a residential development at Court Street and Quaropas Street, confirming items 44 through 56 on the agenda as adopted in the consent agenda.
Council members described the project as a 14‑story, fully affordable rental building targeted to senior households and said the design will include space for the LOFT, a local LGBTQ organization. Councilman Frye Pearson called the project “an excellent project” that provides “more affordable housing and targeted senior affordable housing,” and Councilwoman Jen Puja said “this 14 story building will be fully affordable rentals for senior citizens and also will remain home for White Plains for the LOFT.”
Council President Presser said funds collected from developers in lieu of building required affordable units can be used to support projects like this that the city otherwise could not deliver, including senior affordable housing and local nonprofit space. The mayor and other council members praised the project as an example of the city’s affordable‑housing strategy.
Councilman Martin announced at the meeting that he was recusing himself from items 44 through 56 because his office had done work for a member of the development team: "This is a continuing recusal as I had previously noted that my office has done work for a member of the development team," he said. The record indicates the site‑plan items were considered on the consent agenda and adopted by roll call vote.
The site‑plan approval is a municipal planning action; further permitting, construction schedules and any required county or state approvals were not detailed at the meeting. Council members said they look forward to future public updates and to the building’s ribbon cutting when it is complete.
