Story County approves design contract, DNR to fund most water-quality work at Hickory Grove beach

The Story County Board on June 17 approved a professional services agreement with Shive Hattery for design work on beach and stormwater improvements at Hickory Grove Park.
Mike Cox and Sarah Carmichael presented the contract, which covers water-quality review, stormwater enhancement design and recreational amenities at the beach. Carmichael said the Iowa Department of Natural Resources has committed up to $75,000 toward the project and will fund 75% of the water-quality components through construction as well as design. County staff reported that the contract amount, as presented, leaves roughly $45,000 in county responsibility for the design phase — implying a design contract in the neighborhood of $120,000.
Staff said the project cost opinion from the park master plan is approximately $1.1 million for construction. County officials estimated roughly 60% of that construction cost would be eligible as water-quality work and therefore eligible for DNR partnership funding; the county expects to use a combination of bond funds and FY25/FY26 budgeted funds to pay the local share.
Supervisors asked whether new shelters would be built, what demolition would occur and how costs would be paid; staff said the phase includes new shelters and only limited demolition (removal of an old concrete pad). Supervisor Faisal moved approval and Supervisor Merkin seconded; the board voted aye and approved the agreement. Staff said the DNR partnership would continue through construction.
