Council hears pause on speed-hump program as departments weigh emergency-response and fleet impacts

Buffalo City Council members were told the city’s program to install speed-reducing devices is on pause while staff and departments resolve concerns about how the devices affect emergency response and municipal fleet vehicles. Council members were told that roughly 20 locations that completed the application process are on a queue to be installed when the implementation model is finalized.
Council members said the program is intended to slow dangerous driving in neighborhoods, but public-works and fleet staff raised operational problems that they said require time to fix before installing more devices. Staff described trade-offs: the devices reduce vehicle speeds but can slow fire and police responses and accelerate wear on older DPW vehicles. Council members and staff said these effects are more pronounced on older equipment and in agencies with limited mechanic capacity.
The program’s pause followed a review of rounds of applications: staff said round 2 is being “cleaned up” while rounds 3 and 4 remain open. Council members asked for a list of the roughly 20 approved locations that have passed the full review; staff agreed to provide that list and the expected start dates.
Council members asked why New York City, which has many speed humps, does not report similar response-time problems. Staff said they could not speak for New York City but offered to use their city contacts to compare installation standards and operational practices. Staff also said vehicle age and inconsistent hump geometry can change how much the devices affect response times.
Council members and staff emphasized the need to find a model that slows speeding while minimizing harm to emergency-response times and fleet reliability. The discussion included requests for documentation showing how the city’s emergency responders and fleet vehicles are impacted and for information on the manufacturer/model chosen, and the city’s plan to protect funding and equipment if changes are later required.
Council direction: staff were asked to provide the list of approved locations, documentation of the operational concerns raised by fire and police, and any available comparisons with other cities. There was no recorded formal vote during the discussion.
A follow-up: staff and council agreed the next steps are to complete the round-2 clean-up, produce the location list for council, and return to the council with recommendations for a final installation model before proceeding with additional installations.
