Newcastle adopts 6-year transportation plan; bid to move Coal Creek signal earlier fails

Newcastle — The Newcastle City Council on June 17 adopted Resolution 2025-1050, approving the city’s six-year Transportation Improvement Program (TIP) for 2026–2031 following a public hearing and staff presentation.
The TIP passed on a 7–0 voice vote after the council closed the public hearing. Deputy Mayor LaCotea moved adoption of the resolution; the motion was seconded and carried without recorded roll-call opposition.
The council heard a short presentation from the city’s public works staff summarizing the changes since the draft TIP: two projects (T-54 and T-55) swapped years and otherwise the draft remained unchanged. The hearing drew no public testimony: the single speaker who had signed up did not appear.
Councilmember Charbonneau proposed an amendment to move project T-044, signalized improvements for Coal Creek Parkway Southeast, from 2030 to 2027. Charbonneau cited longstanding safety concerns and a 2018 community survey that prioritized the improvement, and referenced an e-mail from a transportation professional noting long pedestrian crossing gaps at the site. Councilmembers Charbonneau, Sherlock and another supported the amendment; the motion failed 3–4.
After the amendment failed, the council voted on the main motion to adopt the TIP as presented. Director Bruns (public works) had earlier described the TIP as a multi-year program and noted staff would return with implementation details and scheduling as projects move toward design and construction.
The adopted TIP establishes the city’s prioritized schedule for transportation projects through 2031 and provides the basis for future grant applications and capital budgeting.

Background The TIP is the city’s formal multi-year capital plan for transportation projects; adoption sets project sequencing and supports funding requests to regional and state grant programs. Director Bruns told the council the most substantive change since the last draft was a swap of two project years (T-54 and T-55) and that staff will continue to monitor scheduling, permits and funding.
Looking ahead Council staff said project-level design, permitting and grant applications will follow, and the city will update project schedules as funding and permitting are secured.
