Water Reclamation and Public Works staff reported that four proposals were received and recommended Southeast Services, which has performed work for nearby jurisdictions including Cape Canaveral and the Brevard County School Board. Staff said the scope included environment-resistant coating to limit corrosion as requested by a public commenter.
Public comment raised concerns about environmental corrosion and asked whether protective coatings were included; staff responded that the coating requirement was included in the package. Commissioners then moved, seconded and approved the purchase; commissioners described the bid as substantially below prior estimates and said the award would move forward as a capital expense.
The purchase was not budgeted in fiscal year 2025, but staff recommended approval and the commission approved the award. Staff will oversee installation and confirm the contractor meets the specified coating and warranty requirements.
