POUGHKEEPSIE, N.Y. — At its Jan. 7, 2025 meeting the Poughkeepsie Common Council approved two items on its action agenda:
• R-25-10, Resolution to establish the Downtown Poughkeepsie Business Improvement District. The council voted in favor of the resolution after a motion and second; the vote was recorded by voice as "Aye." The Chamberlain noted that establishing the business improvement district requires a separate local law and cannot take effect until the state controller approves the BID.
• Local Law 25-01, an amendment to Chapter 10 (Hawkers, Peddlers and Transient Vendors) that revises Section 10-4 and Section 10-20 to change restrictions based on prior convictions and penalties. That local law was the subject of extended debate and carried on a voice vote recorded as "Aye." (See separate article for full coverage of the hawkers and peddlers debate and next steps.)
The meeting record does not show roll-call tallies or named vote counts for either item; both were carried on voice votes without a recorded roll call. The council chair and members present confirmed passage by affirmative voice votes.
R-25-10 will require a follow-up local law (expected within weeks) and the state controller's approval before the BID becomes operative. Local Law 25-01 will be implemented by the Chamberlain's office with administrative rules for licensing and a planned public education forum in February 2025.
