Laredo MPO opens 20-day public review for FY2026 Unified Planning Work Program

The Laredo Metropolitan Planning Organization policy committee voted June 18 to open a 20-day public review and comment period on the draft fiscal-year 2026 Unified Planning Work Program, a federally required document that describes the MPO’s transportation planning activities and how federal planning funds will be used.
The UPWP outlines planned work funded by the Federal Highway Administration and Federal Transit Administration and is scheduled to be brought back to the policy committee for adoption on July 16, 2025; staff said the MPO will submit the adopted UPWP to TxDOT for FHWA approval by Aug. 1 so funds can become available Oct. 1.
Staff summarized the proposed budget and programming during the meeting, saying the MPO expects carryover and an FY26 allocation; staff reported available programming in the low millions and presented specific line items. Among items shown were $600,000 for planning and general administration; $25,000 for professional development and travel (out-of-state travel requiring TxDOT approval); $35,000 programmed for software to manage the Transportation Improvement Program; $10,000 for public participation activities; $30,000 for computer equipment and office furnishings; and set-asides of $250,000 each for a freight mobility plan and for a South Laredo transportation planning study. Staff said the package as presented programs about $1,247,000 of available funds and can be amended later.
Committee members moved and the motion passed to open the review period. Staff said they will publish the draft for public comment and return in July with a recommendation for adoption. No formal changes to the UPWP were adopted at the June 18 meeting; the action was the initiation of the public comment period.
Stakeholders who wish to comment should watch the MPO’s posted materials and submit comments during the 20-day period; staff noted the UPWP can be amended at any time if priorities change.
