Red Bank adopts Comprehensive Plan 2045 to guide land use and capital priorities

The Board of Commissioners voted unanimously to adopt the City of Red Bank Comprehensive Plan 2045, the city—xecutive director and planning staff told the commission.

Director Johnson described the document as a community-driven blueprint for future decisions on land use, infrastructure and capital projects. "It becomes the blueprint for us to take on our next biggest journey, and then it's land use regulation overall," Johnson said during the presentation.

Commissioners praised the volume of public engagement and data in the plan, noting a higher-than-typical response rate to community surveys and numerous studies and traffic counts that feed into the plan nd future project lists. One commissioner highlighted tree canopy preservation and suggested tree ordinances as possible next steps; another commissioner asked that the plan make explicit references to Alpine Crest elementary school in the section on school connectors and safe routes to school.

The plan includes an implementation schedule: staff said the document will be reviewed annually, with minor updates every five years and a major update every 10 years. Commissioners emphasized that the plan is a guide and that project sequencing and funding decisions will come back to the commission for approval.

The commission approved the resolution adopting the plan by unanimous voice vote. Officials said staff and the consulting team will return with details and any needed grammatical edits, but that the plan's intent and policy guidance will remain intact as the city proceeds with land-use and capital planning.
