Council approves 605 North Jackson concept plan for 29-home infill project; city to fund streets and utilities

City staff presented a concept plan for a 29-lot single-family infill development at 605 North Jackson, a parcel the city purchased from the school district in February 2023. Jeremy Smith described the site as roughly seven acres (plus a recent 0.3-acre addition), rezoned to increase density and allow more building lots.
The proposed concept calls for 29 single-family detached homes sized roughly 1,400 to 1,800 square feet, ADU-ready basements, water-wise landscaping, and pedestrian connections to the adjacent neighborhood. Smith said the plan includes pipelining a canal on the property's west side, constructing public streets and curb-and-gutter along Jackson Avenue, and maintaining an easement where the canal runs.
Financing and cost notes: acquisition used Quality Neighborhood Initiative funds for just over $1 million; engineering and street/utilities construction are expected to be funded through future CIP with an engineer's estimate of about $1,335,000 for public improvements. Construction financing for the homes will use the city's existing construction line; proceeds from home sales will repay construction financing and carrying costs.
Councilors asked design questions: one asked for less garage-forward architecture to improve walkability; another asked that the detention basin and pedestrian pathway be designed as an asset rather than an eyesore. Smith said those design priorities would guide future house selections and engineering.
Council member Hyer moved to adopt Resolution 2025-2 approving the concept plan; council member Chibburka seconded. The roll-call vote was unanimous in favor.
Ending: The city will proceed with design and CIP planning for public improvements and use Home Sweet Ogden to market homes to owner-occupants; staff and councilors expressed priorities for walkable, well-maintained open-space and pedestrian connections.
