Glynn County approves two alley abandonments with utility and drainage easements reserved

The Glynn County Board of Commissioners approved two abandonment requests affecting unnamed alleys on St. Simons Island and attached conditions to preserve utility and drainage access.
At 4226 Third Street (AB24-3), applicants Aaron and Amy Stevens requested the abandonment of one-half (10 feet of a 20-foot width) of two unnamed alleys on the northwest and northeast corners of their parcel. Jason Hartman, engineering director, said the west alley (Alley 1) is intermittently used by utilities and contractors and the north alley (Alley 2) appears unused by the public. Hartman reported that Georgia Power requested an easement over the entire West Alley 1 and that Glynn County Public Works requested a county drainage easement over both Alley 1 and Alley 2.
Property owner Aaron Stevens addressed the commission and said the half of the alley adjacent to his yard has not been used by the public during his six years of ownership and that the family wants to preserve and maintain that portion of the parcel.
Commissioners moved and approved AB24-3 with conditions reserving Georgia Power an easement over the entire West Alley 1 and reserving Glynn County drainage easements over both West Alley 1 and North Alley 2.
Separately, at 1306 Demery Road (AB24-6), applicants Mark Kosinski and Tracy Ellis sought abandonment of one-half of a 12-foot unnamed alley (6 feet). Hartman said utilities — the Glynn County Joint Water and Sewer Commission (JWSC) and Georgia Power — requested 10-foot-wide easements to accommodate existing or future infrastructure. An adjacent property owner requested an open easement across the full abandonment area so utilities could continue to serve properties at 1308 Demery Road and 520 Arnold Road. The commission approved AB24-6 with conditions reserving 10-foot easements for JWSC and Georgia Power and granting an open easement to serve the adjacent properties.
Both abandonments were approved by the board following staff presentations and public comment; motions included the specified easement reservations to ensure continued utility access and county drainage control.
