Sweetwater County accepted a four‑year Community Services Block Grant (CSBG) award totaling $1,008,099 on June 17 and authorized the chairman to sign the related agreement and attachments.
County Grants Manager Christine Marshall told commissioners the Wyoming Department of Health opted this year to issue a multi‑year (four‑year) agreement to reduce administrative burden; federal requirements still require annual planning documents, itemized budgets and a community action plan to be submitted each year. Marshall said the CSBG award is paid out on a federal fiscal year basis (Oct. 1–Sept. 30) and that the county’s tripartite board will solicit and review agency project proposals at its August 11 meeting for subcontracts that will be returned to the Board for final approval in September.
Key details: the $1,008,099 figure is a not‑to‑exceed award for the four‑year term beginning July 1, 2025; the grant requires no county cash match; eligible clients must be at or below 200% of the federal poverty level; and planning documents are due annually by Aug. 25. The tripartite board will serve as the county’s community action board to prioritize and oversee subrecipient projects.
Decision and next steps: the board voted unanimously to approve the agreement and authorized the chairman to sign all documents. Marshall said she will continue recruiting to fill a vacant tripartite board seat and that subcontracts for fiscal year 2026 will be presented to the commission in September after the tripartite board meets in August.
Quote: “The total award is $1,008,099. In the agreement, it's a not to exceed amount,” Christine Marshall said.
Ending: With the agreement signed, county staff and the tripartite board will solicit program proposals for the 2025–26 federal fiscal year and bring recommended subcontracts to the commission for final approval in September.
