Deputy Controller Imran moved to adopt the April 30 work‑group minutes; Member Francisco Vasquez seconded and the board unanimously approved the minutes. The action satisfies an internal governance requirement that work‑group minutes be formally entered into record before follow‑up steps proceed.
Member Vasquez summarized the work‑group report, which groups presenter recommendations into short‑, mid‑ and long‑term solutions aimed at reducing assessment appeals delays, improving AAB practices and leveraging technology. The board voted to accept the work‑group report (Attachment 2) and then approved a motion to hold a second work‑group session on Sept. 17 to develop mid‑term and long‑term recommendations involving broader stakeholders.
Executive staff said several proposed short‑term actions could be implemented quickly — for example, BOE technical training invitations for AAB members and outreach summarizing multi‑jurisdiction assessment board options under existing law. Other recommendations will require further legal review, stakeholder discussion and possibly budget requests to counties or the state; staff advised the board to prioritize which items to pursue.
Board members asked staff to focus on practical, near‑term actions the agency can take without a major legislative or budgetary ask and to prepare a timeline and stakeholder list for the Sept. 17 session. The board also asked staff to circulate the proposed short‑term items as soon as feasible so counties and AABs can respond before the September meeting.
No formal regulatory or statutory changes were adopted at the June 18 meeting; the board accepted the report and set follow‑up dates for further stakeholder‑based development.
