Board schedules July informational hearing on modular homes and disaster recovery housing

The State Board of Equalization voted June 18 to hold an informational hearing on modular housing and options for affordable housing recovery during the July 29 board meeting, reserving a 2–3 hour morning block for testimony.
Member Francisco Vasquez introduced the item and said modular, prefabricated and 3D‑printed concrete housing could reduce rebuild costs and speed recovery in areas devastated by wildfires. ‘‘Faster rebuilds can help put neighborhoods and cities back on their feet more quickly,’’ Vasquez said during the discussion.
The board approved a motion by Vasquez, seconded by Deputy Controller Imran, to schedule the informational hearing on the morning of July 29. The motion passed on a unanimous roll call.
During public comment, Susie Wong of Remo Homes — a California‑based prefabricated housing builder and California Energy Commission EPIC awardee — told the board the company has developed factory‑built resilient panels and is registered to participate in the hearing. ‘‘We welcome any type of public informational hearing that will bring together public officials, from the state, the local, any of the associations,’’ Wong said on the teleconference line.
Board members asked staff to design a concise agenda to accommodate multiple presenters and suggested inviting building trades and local officials to address labor, apprenticeship and prevailing wage issues alongside production, financing and tax implications. Staff confirmed the hearing will be scheduled as the first agenda item on July 29 and that invitations will be extended to a range of stakeholders, including the building trades and local emergency‑management officials.
The hearing is informational; no regulatory or statutory action was taken at the meeting. Staff will post the hearing agenda and participation instructions ahead of the July meeting.
