The Riviera Beach Utility Special District on June 18, 2025 formally introduced Joshua Neiman as its new utility executive director. City Manager Jonathan Evans told the board Neiman was selected after a nationwide recruitment that included interviews with subject matter experts and a plant tour.
Neiman, who the city said started with Riviera Beach on Monday, described about 18 years of experience in the water industry and a background that includes time with Deerfield Beach as assistant director of environmental services. "I will give you everything that I have and, make sure that, myself, my staff, and the department, provide you with the recommendations and the, information that you need to make informed decisions," Neiman said.
Chairperson Shirley Lanier and other board members welcomed Neiman. Vice Chair Tashamba Miller Anderson said, "Thank you so much for choosing Riviera Beach, and I look forward to working with you." The board thanked the city manager for using industry experts in the hiring process.
The introduction was presented during the board's awards and presentations portion of the agenda. No formal vote was required for the introduction itself; the board discussed ongoing projects and the new director's priority to work with staff and community stakeholders on plant upgrades and compliance matters.
