Oviedo board revises centennial mural, sculpture calls; nominates Dr. Deborah Bauer as ex‑officio member

Staff told the board the mural’s design-and-execution budget line is shown as $5,000, with materials and equipment listed separately (previously $9,000). The mural submission window on the draft was 30 days. For the sculpture, the board discussed an artist stipend in a range the board previously referenced: $25,000 to $35,000, which board members said would cover design, fabrication, installation, lighting and a plaque (plaque budget noted at about $2,000). Staff said the sculpture submission window would be broader (the draft offered 30–60 days; the staff draft used 50 days as a working number). The draft also removed a local-only eligibility restriction for the sculpture, opening submissions to any artists.
The board was also told the Seminole Cultural Arts Council has nominated Dr. Deborah Bauer to serve as an ex‑officio, non‑voting member of the Oviedo Public Arts Board. Staff said the nomination is scheduled for appointment by the City Council at its July 7 meeting; the appointment itself is a council action, not a board vote. The staff memo noted that the board’s enabling document, Order 1660, allows the council to accept a nomination from the Seminole Cultural Arts Council for such a non‑voting member.
Board members agreed to revisit the call‑to‑artist language and budget numbers at the next board meeting so that Dr. Bauer and Clarissa (and staff) can provide input and finalize requirements before issuing the calls. Staff and board members noted the application requirement will ask artists to submit a projected budget and payment schedule so proposals can be evaluated against the stated stipend range.
No formal vote was taken on the call drafts on June 16; the board set the item for further review with Dr. Bauer after her anticipated appointment by City Council.
