Commission authorizes staff to pursue GLU rate-stabilization membership and subaccount

The Marshfield Utilities Commission authorized staff to request participation in a Great Lakes Utilities (GLU) rate-stabilization project and to establish a GLU subaccount to smooth wholesale power cost volatility.

Nick, Marshfield Utilities general manager, and staff explained the mechanics: GLU would hold the account on behalf of participating members, investments would be governed by GLU's investment policy and each member would keep ownership of its funds. The commission authorized the general manager "to submit a formal request to the GLU rate stabilization committee and GLU board of directors for approval to become a participating member" and to establish a subaccount funded using proceeds from capacity sales into the MISO markets or other appropriate sources.

Commissioners asked who would set the smoothing targets and bands; staff said GLU and member utilities jointly project power-supply costs and set bands annually, and members can change parameters over time. Commissioners also discussed whether the subaccount should have a cap or automatic return-to-customers if it grows beyond a set threshold; staff said those are policy choices for future consideration.

The commission approved the motion to pursue GLU participation and the subaccount; the motion carried by voice vote.
