Board members said the request responds to small, routine purchases — examples cited included postcard production — that they said require council approval under current practice and can slow programming.
A staff member told the board the request will go to the council as a work-session memorandum dated June 23 and warned that “if it is granted, it would be the first board to ever be granted that authority.” The staff member also flagged concerns from the finance department and law staff that granting the authority could set a precedent for other advisory boards.
During discussion, members said they were seeking a narrow administrative convenience for low-dollar items and had not settled on a specific dollar threshold. One board member said the board had discussed a threshold in prior meetings but that the amount was not finalized and would not be set by the board on the floor that night.
The board made a formal motion that the vice chair represent the board at the June 23 City Council work session, with McCoy named as an alternate if the vice chair is conflicted or unavailable. The motion was seconded and approved by voice vote with no recorded opposition.
Next steps: the vice chair will appear at the council work session to present the board’s request; the memorandum will be considered by council staff and council members in that work-session setting.
