Public Works reports Memorial Park grading award, 'Connect the Bay' grant advancement and city updates

The Green Bay Department of Public Works reported June 18 that it awarded the Memorial Park site-grading contract to Railco Plus LLC with a low bid of $80,509.63 and provided several operational updates including new mapping of construction-related closures and an invitation to submit a full grant proposal for a coastal resiliency design project.
Public Works staff said the Memorial Park grading contract had previously been authorized to be awarded at staff level and that bids have come in. "So the bids have come in, and the low bid is $80,509.63 for Railco Plus LLC," the Public Works Director said. The committee received the report and a motion to "receive and place on file" was made by Alder Eck and seconded by Alder DeLee; the motion carried.
In a separate report of departmental activity, the director said the city has posted a construction-related closures map on its GIS hub and updates it weekly; at the time of the report the map showed two city closures with a third Brown County closure to be added. The director also said Green Bay was re-selected to submit a full proposal under a grant opportunity for the "Connect the Bay" project. The grant application would cover final design work for community coastal hazard risk reduction and restoration at the mouth of the Fox River adjacent to Bay Beach and nearby private property identified in the report. The director described the project scope as habitat restoration and construction of shoreline features to improve coastal resiliency and said the selection was through the National Fish and Wildlife Foundation.
Other operational items included the parking division power-washing interior ramps to remove chlorides and preserve concrete, and operations crews performing seasonal mowing, weed enforcement, street sweeping and joint crack filling. The department asked the committee to receive the updates; the committee approved the motion to receive and place the report on file.
The committee set its next meeting for July 9, 2025.
