"They're proposing to fund this entirely and full, 100%," Parks Director Dan said. Staff also said the plan adds a small paved slab near the road to hold porta‑potties and avoid siting them on turf.
Committee members moved and seconded approval. The motion passed; committee members attached a condition that the project proceed only after the city Law Department reviews and approves any needed contracts and permits so the work can begin without legal or procurement obstacles.
Next steps include law‑department review and execution of contracts. Parks staff indicated they will coordinate construction timing and site access with Downtown Green Bay Inc. to minimize disruption to trail users.
