The Green Bay Landmarks Commission on June 18 approved a certificate of appropriateness for a window replacement at 1137 South Monroe in the Astor District.
Staff told the commission the building lacks clear historic photographic evidence of the original window configuration and that a three-part replacement was proposed because the manufacturer would not warranty a single, large unit. The staff recommendation was for approval, noting that the proposed window is "neither better nor worse than the window that it replaces." (Jason, staff member.)
Commission discussion included differing aesthetic preferences but agreement that without documentary proof of an original multi-pane arrangement, the proposed replacement did not harm the historic character. David (commission member) called the project "a wash," saying, "A non historic window being replaced with a non historic window that does no damage because the size of the window opening is unchanged." Other commissioners said they had personal preferences for different muntin patterns but agreed the commission should not direct the applicant to a specific solution. A motion to approve carried with no recorded opposition; the motion to approve was made and seconded during the meeting.
Staff said the commission follows the Secretary of the Interior's Standards for Rehabilitation and that photographic documentary evidence normally guides decisions on replacement windows, but noted such evidence was not available for this property. Staff will document the approval and notify the applicant of the COA decision.
