Planning Commission approves indoor golf simulator at 4023 Camino Ranchero

The Camarillo Planning Commission on Tuesday approved a conditional use permit allowing Green Room Golf LLC to open an indoor golf practice facility in a 4,011-square-foot unit at 4023 Camino Ranchero, Unit A.
Assistant Planner Sean Koonikau told commissioners the unit is in a multi-tenant industrial complex and that the applicant proposes no physical changes to the site. He said the complex provides 103 on-site parking spaces, that the combined 42,098 square feet of the two buildings requires 57 spaces under the city's parking code, and that the project requires seven spaces, leaving a surplus of 46 spaces. Koonikau also cited a noise study by McKay, Conant & Hoover Inc. that concluded the facility would comply with city noise limits of 65 decibels from 7 a.m. to 9 p.m. and 55 decibels from 9 p.m. to 7 a.m.
Koonikau summarized the floor plan and operations: five golf bays about 450 square feet each, a simulator shell and projection system, and a maximum of two people per bay. "The applicant proposes no physical changes to the site," he said, and staff recommended the Planning Commission find the project categorically exempt from the California Environmental Quality Act and adopt Resolution PC2025-05 with the recommended conditions of approval.
The applicant's representative said the business would offer both coached lessons and solo practice using simulator technology, and estimated a typical rate of about $25 per hour. The representative said, "We agree with all the conditions to go forward, and we think this is going to be a great addition to Camarillo."
Commissioner Murphy described the application as appropriate for the area. "Looks like a reasonable application, and a reasonable use to me for this area and this community," Murphy said. Commissioners asked staff to confirm how the parking calculation accounted for the two-person maximum per bay; staff responded that the parking analysis followed the city's current parking code and the driving-range standard referenced in that code.
Commissioner VanderMeelen moved to waive further reading and adopt Resolution PC2025-05; Murphy seconded. The commission voted unanimously (VanderMeelen, Murphy and Vice Chair Davidson) to approve the permit.
The resolution approves Conditional Use Permit CUP-437 for Green Room Golf LLC with the conditions recommended in the staff report, including the findings that supported the CEQA categorical exemption and compliance with parking and noise standards. The director's report indicated no items were scheduled for the July 1 meeting and that meeting will likely be canceled.
