The Newnan City Council on June 17 voted to approve rezoning RZ2024-4 for a 7.06-acre site at 147 Temple Avenue to Planned Development Residential (PDR) for a proposed 32-unit attached-dwelling development marketed as "Evanston."
City staff presented that the proposal met the city's eight rezoning standards; the Planning Commission recommended approval with six conditions. The conditions require reasonable compliance with the submitted concept plan and renderings, a walking trail per the concept plan, a cap at 32 units, and no more than three rental units of the 32. The proposal calls for a mix of duplexes, triplexes and townhomes and a density of about 4 units per acre. The applicant said the development would be fee-simple ownership for lots rather than condominium ownership and had revised the plan to centralize overflow parking and provide individual driveways.
Applicant Steven Jones and team presented renderings and a fly-through. Council members asked questions about parking, public-right-of-way vs. HOA-maintained common areas, and fire access. The applicant said driveways are single-car and that a centralized rear parking area and on-street spaces near the entrance provide additional spaces; the development team said the 26-foot public right-of-way would allow emergency access and that the fire department had reviewed the plan without adverse comments.
Council accepted the Planning Commission report and approved the rezoning with the recommended conditions by voice vote. Staff will require the developer to comply with site-development review, tree and landscape plan review, and any required Georgia Department of Transportation traffic improvements during subsequent design phases.
