GONZALES — The City Council adopted an ordinance revising municipal purchasing and public-works bidding thresholds to align local code with changes made to state law earlier this year.
City staff explained the ordinance updates Section 3.16.025 (bidding procedures for public contract projects) and the monetary thresholds that govern no-bid, informal and formal public-works processes under the California Uniform Public Construction Cost Accounting Act and other state procurement rules. Staff gave the example that the “no-bid” threshold rose from $60,000 to $75,000 under the state changes; the ordinance updates local code language and makes a minor housekeeping change to the definition of a public-works contract.
After a public hearing with no public comment, the council adopted the ordinance and waived further procedural steps required for adoption.
Why this matters: Adjusting local thresholds keeps the city’s procurement code consistent with state law and clarifies when projects require formal bidding, informal bidding or may proceed without competitive bids.
Implementation: City purchasing staff will update internal procurement procedures and advise departments of the new thresholds.
