Worthy said she preferred to pull or reduce the awards and asked staff to evaluate alternatives, including using the funds to rebuild reserves or pay down other liabilities.
Council and staff discussed options: leave the $30,000 unexpended so it drops into the general-fund reserve, reallocate to specific services (for example, recreation), or apply it to a targeted reserve. City staff said reserves would remain earmarked and could not be used for routine operations if designated as a reserve; removing the funding would leave the budget’s bottom line intact for the fiscal year if not otherwise spent.
Several council members urged caution about eliminating the program entirely: council members noted that many funded programs support seniors, youth and cultural festivals, and that some newer groups had applied for funding in the most recent round. After public comment (no speakers urged for or against in the record), a motion was made to eliminate the $30,000 community-action-grants line and move the funds to the general-fund reserve. The council moved and seconded the motion. When asked for no votes, three council members said "no," and staff asked whether that count gave them sufficient direction; the mayor confirmed direction to proceed.
