Council approves small guide‑plan change to match Met Council MUSA boundary for Del Road sewer extension

The Eden Prairie City Council on June 17 adopted a guide‑plan amendment to reconcile the city’s municipal urban service area (MUSA) boundary with the Metropolitan Council’s mapped boundary for properties affected by the Dell Road sewer extension permit.
City manager Rick Getchell introduced the item, saying the Met Council identified a discrepancy during review of the sewer extension permit. Julie (planning staff) explained that seven properties slated to receive sanitary sewer were outside the city’s MUSA boundary as currently mapped and that a property must be within the MUSA boundary to receive sewer service.
Julie said the amendment would accept the Met Council’s documented MUSA boundary and change the guiding for the area between the two boundaries from rural to low‑density residential, allowing the Met Council to proceed with issuing the sewer extension permit for the Dell Road improvements.
The planning commission unanimously recommended approval at its May 27 meeting. No members of the public spoke at the council public hearing. A council member moved to close the public hearing and adopt the resolution; the motion passed on a voice vote.
Julie also clarified that the availability of sewer service would not create an immediate mandatory hookup: property owners with functioning septic systems could delay connection until their systems failed or they chose to connect. If a septic system failed, the city would then consider requiring hookup to sewer.
