Council members asked staff whether a partner organization — the Boys & Girls Club — would need to present formally and who would handle operations. Staff said next steps would be operational: evaluating land‑lease terms or partnership agreements, identifying a project manager and confirming long‑term operations and funding structure. The council discussed whether to hire a dedicated project manager or assign an existing staff member; staff noted a project manager had been authorized for other town projects but not specifically for the Dorchester Community Center.
Councilmembers also raised long‑term budget questions: who would carry operating costs after the grant funds are spent and whether the town or a partner would be responsible for ongoing maintenance and programming. One council member suggested contacting nearby municipalities with similar partnerships (for example, Indian Head) to learn how they structured budgets and operating agreements.
Councilors asked staff to continue outreach and to present a recommended path forward — including a project management approach and an operations/financial plan — so the council can evaluate whether to commit to moving the project to the next stage.
