Contracts and amounts presented in the meeting packet included Pathways Adolescent Center ($165,000; state share $132,000; county share $33,000), Meraki Pennsylvania ($163,000; state $128,000; county $32,000), Alternative Living Solutions (ALS) ($72,000; state $57,600; county $14,400), Children’s Aid Home Programs of Somerset County ($60,000; state $48,000; county $12,000), Bethesda Children’s Home / Lutheran Social Services ($130,000; state $104,000; county $26,000). Leah also read a line for a contract with Children’s Aid Society in Clearfield County; the transcript lists that line as $6,060,000 with state share $48,000 and county share $12,000 which appears inconsistent with the pattern of other entries and may be a transcription error. The Children & Youth presenter said each contract is supported in large part by state funding and the stated county shares.
Leah also presented an Avanco agreement for upgrades to the county’s CAP system to meet AFCARS reporting and allow fiscal reporting; the Avanco item was $5,770.33 total with a state share of $4,616.26 and a county share of $1,154.07 for the period May 15, 2025 through June 30, 2026.
Commissioners spoke in support of keeping children locally when possible and encouraged more foster families; they thanked Children & Youth staff for their work. The board voted to add the seven Children & Youth items to next week’s consent agenda; no final contract was executed at this meeting. County staff noted state funding covers large portions of many contracts, enabling placement and service continuity.
