County approves design contract for Mayodan sidewalk project using CDBG funds

The Rockingham County Board of Commissioners approved a request June 2 to contract with LKC Engineering for design services for a Mayodan sidewalk replacement and pedestrian-improvement project, to be funded by a proposed amendment of Community Development Block Grant (CDBG) COVID-related funds.
Ronnie Tate, county engineer, told the board the project would use a $900,000 CDBG allocation reprogrammed from COVID public-service funding to sidewalk and pedestrian improvements that connect downtown Mayodan to the recreational center. The county said the award to LKC Engineering was procured through the county’s RFQ process and requested $123,000 from the county CDBG funds for engineering design. The award is contingent on an approved environmental review, a program amendment to the CDBG grant and the release of federal funds.
Commissioner Barrow asked whether the funds have an expiration date; Tate said the grant does expire in December 2026 and the county is "optimistic" it can finish the work in time. The board approved the award by motion and voice vote.
County staff said the CDBG funds were originally allocated for public services to benefit low- and moderate-income households during the COVID response and that the county anticipates approval of an amendment to use remaining funds for infrastructure improvements that serve low- and moderate-income residents.
The motion to proceed with the engineering contract passed and staff will move forward with environmental review and program amendment steps required before federal release of funds.
