Board approves $88,861 change order for Cedar Valley Nature Trail paving; ARPA funds to cover increase

The Black Hawk County Board of Supervisors on June 17 approved change order No. 1 — final — for the Cedar Valley Nature Trail Division 2 paving contract, increasing the Ashpro contract by $88,861.56 from $648,119.15 to $736,980.71.
According to staff, the change order reflects additional overlay and intersection work (an overlay to Wheaton Road and a quarter‑mile intersection repair), plus a quantity error in the original engineering estimate for trail shouldering (the engineer omitted multiplying by both sides of the trail). The conservation board previously approved the change order and recommended it to the supervisors.
Michelle (staff name used in meeting) told the board that the increase will be paid from American Rescue Plan Act (ARPA) funds. She said the original project budget for the Cedar Valley Nature Trail was $5,000,000 and that, even with this change order, the project is projected to come in at roughly $4.6–$4.7 million, below the original budget and below an alternate bid previously received.
The board also approved a resolution accepting Division 2 as substantially complete and authorized final pay estimate No. 6, including a $36,849.04 retainage payment to Astro Inc., to be paid 30 days after approval, with ARPA funds used to cover the payment.
Board members asked questions about why quantities increased and whether the county has savings elsewhere to cover ARPA disbursements; staff described the engineering quantity error and the specific roadway overlay additions.
The change order and final pay authorization were adopted by roll call vote.
