The City of Stonecrest Planning and Zoning Department held a special administrative permit public hearing on June 17, 2025, where two applicants sought Type 1 home-occupation permits for administrative office use in residential neighborhoods.
City zoning analyst Abigail Abigail said the hearing is required by state rules enacted July 1, 2023, for special administrative permits and that applicants must comply with City of Stonecrest Ordinance Chapter 27, Section 4.2 0.31.
At 7750 Holly Berry Terrace, Natasha Simon, of Drip, GDT, requested a Type 1 permit to use a room in her residence as an administrative office for a mobile IV hydration business. "It's a mobile IV hydration company. So for my home residence, I just need the office space. I utilize my own vehicle to go to, clients," Simon said. Staff displayed the applicant's floor plan and noted the proposed office area was outlined on the submission.
At 7811 White Oak Loop, Hazen Swan, of Public Health Development Healthcare LLC, requested a Type 1 permit to use part of his residence for administrative work for a home health care agency. "Absolutely. So my business my business is in pretty much intel, assisting patients with home health needs. My particular residence is gonna be, like, for administrative office purpose only, managing patient records, scheduling, things of that nature," Swan said. Staff showed an aerial map and the submitted floor plan, and indicated the administrative area on the plan.
Abigail Abigail asked each applicant whether they "comply with and agree to remain in compliance with Section 4.2 0.31 of Chapter 27." Both applicants confirmed compliance. Abigail told applicants they would receive decision letters within 24 to 48 hours.
No public objections, motions, or votes were recorded in the hearing transcript. The hearing concluded after the two applicants spoke and staff confirmed the next steps.
The proceedings addressed only administrative-permit requests for Type 1 home-occupation administrative offices; Type 1 is defined in the hearing as a home occupation with no customer contact and limited to administrative activities at the residence. Staff reiterated procedural rules and the compliance requirement to Chapter 27, Section 4.2 0.31; final permit outcomes were not included in the transcript.
